Newcomer / Intro When is an anarchy an archy?

Hold on... anarchy system, anarchy faction, anarchy starport... and it's a military penal colony?

Procedural generation gone mad?

Maybe they took it over from someone else, but why would they keep it as the same function, a penal colony?

Says it right there in the small print in your second pic: "outside of those it has laid down to govern its members' behaviour". So that penal colony is required to shut away all those people that violate the behavioural code. So, in an ED Anarchy, you are free to do what you want as long as you do what the Anarchy deems within its rules.
 
I wonder if it's an artefact title. "Penal colony" is a government type distinct from Anarchies, and its Economy type is listed as "Military". Maybe Wetherill used to be a penal colony, but there was a prison riot that got totally out of control, and now it isn't a penitentiary no more but nobody has bothered to change the signs and modify the transponders.

The inmates are running the prison now, as it were.
 
Anarchy means no government. It doesn't mean no rules.
But law enforcement is government. Government has three arms, the legislature, executive and judiciary.

The Legislature makes laws. The Executive puts those laws into effect and plans policy. The Judiciary administers justice by interpreting the law when its meaning is in dispute, ensuring the law is upheld.

A penal colony is the result of having those...

If there is no government, who is governing the "putting away" of criminals?

I think it's far more likely FDev sets the colony types, then factions of different stripes take them over at various times and they change hands but remain as one type - which works for most things, but not prisons.

Still, nice to see a purple colour scheme on the concourse instead of the usual ones.
