Both.

The prospector boosts output, the Pulse Wave Analyser improves finding stuff.

The should work in the same way with SubSurface Munitions.
 
PWA lets you find rocks with "new" mining (cores, subsurface, surface) easier.
Prospector lets you pinpoint and target those deposits. It may boost the output for "n2ew" mining, too - not sure about this.

You will need the prospectors to target the deposits, but you can find worthwhile rocks even without the PWA - it just takes a lot longer.

But why the question? PWA goes into an external utility slot, prospector goes into an internal optional slot. If you get one of those newfangled multi controllers, you don't even need an extra slot for it. If it's a matter of money, earn some money first with good old-fashioned laser mining which doesn't exactly need either (but also benefits greatly from prospector limpets).
 
Abrasion blaster is used to blast surface deposits of valuable minerals from the surface of asteroids. This is most commonly done when deep core mining.
With core mining, the PWA (pulse wave analyser) helps you to find core asteroids to mine. Asteroids that glow the brightest and constantly from all angles are usually cores. The presentation here seems to vary depending on Horizons or Odyssey.
Launch a prospector Limpet to confirm it is a core asteroid and locate the fissures.
Then you launch seismic charges at the right strength into core asteroid fissures to the right level and watch the fireworks. With the core split apart you go to work with the abrasion blaster to blast off all the surface deposits you can now access and let the collector limpets do their work.
I like the mining multi limpet controller as you get 4 limpets off one size 3 controller. I prefer a separate prospector limpet controller to guard against having 4 collectors out and not being able to launch a prospector limpet. It's essential to use an A rated prospector Limpet when laser mining to maximise yield.

how might i engineer the power distributor?

does an A grade internal sensors improve ability to find GOOD asteroids?

That is what I did to get rid of the very heavy B grade modules.

For better mining speed don’t use small mining lasers.

Charge enhanced and Cluster Capacitors is pretty good for anything.

Try this and check every component.
Forget sub surface mining, it doesn't pay well enough to be worth it as is compromising the ship build for laser mining too much. Put three 2D mining lasers on there if you want to laser mine efficiently and rearrange what is on each hardpoint as shown. The Python is the best medium laser mining ship and you can run 4 X 2D mining laser in it, not 5 - overheats and power distributor can't keep up with more than 4. Why reinforce limpet controllers? No one will be shooting at them and it makes them heavier. If you engineer them at all, go lightweight.
I'd suggest power distributor charge enhanced with super conduits to speed up recharge time.
When core mining speed is important which is why you should go grade 5 dirty drives plus drag effect on the thrusters when possible. If building a dedicated core mining ship, start with something faster than a Python - Krait MKII, Imperial Clipper, Orca for example.
I left 7A power plant in, but this build will work on a 6A. Always use the smallest A rated power plant that provides enough power for what you want the ship to do. A grade is more hear efficient which is always important.

It's a miner, you won't be fighting in it, but you will need cargo space. Lots of it. Therefore smaller shield and more cargo space.
Get a mining multi limpet controller, and you can have more limpets active. Pity you can have only one of them. Personally, since I tend to run shorter sessions, I would probably add another size 5 collector controller.
If you want to keep the PWA, get the A-rated one. Range is everything here, and your PP and distributor can handle it
