I have all fuel stars filtered and trying to plot route to HIP 36601. However, I can't plot a route a route because it pops up as route unavailable. Any suggestions?

Why filter fuel planets? Is it barren region?
Try replotting without any filters to check if you can get there at all. If you can, then re-apply your desired filters one by one until you can no longer plot again. Once you've identified the culprit you can leave it out.

Blcoked by a permit locked zone? There are many reasons why the router will fail, but first we need to know where you are starting from!
You can't plot a route with jumponium because you would need to keep reapplying the boost to follow it. You can just select the target and jump.
