I don't think you can buy them as they are a material.
You can trade other mats for them from the traders.
Otherwise go to has rez and bounty hunt then ships drop them in the debris or it might be distribution sites in famine states make sure its also anarchy so you can murder at will.

Go kill NPCs for them. The higher the rank and bigger the ship the better.
I find mission targets, like Anacondas are a reliable source.

This one. You don't purchase them... rather they are material drops from ship kills. Just take a bunch of assassination missions.
Raxxla. Why do you think everybody is looking for it? They are the sole source of manufactured components in the galaxy.

I took an elite wing mining mission for 400T of silver. It threw nine elite NPCs at me. All condas. I just flew around in my combat ship letting them interdict me and killing them.
Easy source of high grade mates.
For the OP, if you're not very good at combat, drag mission NPCs like the interdictors I mentioned into a High Sec system. Sys Auth will be on site in 30 seconds to help you with the kill.

Yeah... wing mining missions are weird like that. You get a "mission target" system, which, when you enter, gives you a wrinkle to kill like 9 ships, and they're all buffed as. Who'd've thought Wing Mining missions would be great for Combat Rank and farming materials
They're like Tesla car parts.. The factory won't sell em to you because they want to control the market, but you can go to the scene of a car accident and pick up the broken bits that flew off into the median...
