Where are my Flight Attendants?

Okay ... I've been doing lots of passenger missions of late in my Beluga Liner.

One thing I've noticed is that OTHER liners talking in local chat keep referring their passengers to the flight attendants. Why don't I have Flight Attendants? Who is back there making sure that those wealthy tourists are getting their piña coladas? Shouldn't every cabin have to have a NPC crewmember hired on for guest services? Each NPC getting a cut of the rewards?

Game is totally broken and unplayable.
