Where are people finding the new AX Reactiviation missions?

I've been to several system in Alert/Invasion state near the Taranis Maelstrom and the only missions available were Transport and Kill X Thargoids, am I missing something here? Shouldn't those systems meet the criteria to spawn those missions?
 
Supposed to be at threatened and invasion ports. However, I've found that it wasn't at all such places.
There was one place, same place as the demo in Obsidian Ant's video. It was offering them and was not in any thargoid state at all.

Several yellow systems and one invasion system I visited offered only the standard fare.

Vukerbeh was offering wednesday but that was before thargsday.
 
Found them from stations in HIP 20492 (also present in HIP 20850, more on that in a sec.)

What may be more useful to you (especially since the Thargsday ticket is coming up,) is how I found them.
Used the Thargoid War information pane on the left hand side of the starmap.
Then went to each of the currently listed 'top 5' Alert systems.
Found AX Reactivation missions available in the 3rd system on the list.
They are listed on the Operations, not the Thargoid, area.
If they have you go to a system that is in Thargoid Recovery status (as opposed to Thargoid Invasion/Control/Alert), there will not be any Revenants at the ground site.

As I was upgrading some ground gear at the time, I also noticed they were being offered in the nearby system of HIP 20850 which is NOT in any Thargoid war status, and all the missions being generated were going to the same system (HIP 21261.)

I think the way these missions are generated is that specific Thargoid war status systems (and definitely not all of them) are being flagged for ground recovery efforts.
Then, human controlled systems within a certain radius of them are allowed to generate these missions if they are in Thargoid Alert or non-Thargoid status.
What's weird is that I haven't found any of these missions in systems in Thargoid Recovery status (which is where they previously generated before Revenants were added.)

I was busy in HR 1403 around Indra during this cycle for a few days - it is still in recovery at this point, and offered reactivations both for in-system settlements, and out-of-system recovery missions in nearby controlled systems(65 Kappa Tauri and two HIPs, though I don’t quite remember which ones).

I haven’t really checked whether systems in invasion or alert offer those missions except once, and nothing showed up for the outpost that I checked, so I’m not sure what the criteria are exactly. When I was in HIP 23716(also recovery) that didn’t provide any missions for Thargoid controlled space either.
 
Recovery reactivation mssions are bugged, the settlements are already powered up.
Invasion state recovery missions are happening but there need to be military settlements in thargoid systems within 20LY.
Laumas was offering missions at Desurbin(sp?) though this a binary system with about 500kls gap.
 
The missions only show up if there is a military settlement in Thargoid controlled space within 20ly
It might be easiest to search for those first, then look for nearby systems with functional stations.

I bounced around maelstroms last week, checking stations/settlements and recording distances, which is how I arrived at the 20ly figure. Unfortunately odyssey settlement data is a bit inaccurate (or missing entirely) due to how you must dock at them to add new settlements to INARA, which you cannot do if their docking is offline. Existing info can be manually edited, but it's a bit monotonous, and likely to be interrupted by goids dropping in.
 
Said to have been fixed with U15, none of the settlements that I was sent to reactivate were already powered on on arrival. And I did plenty after the update.
They are definitely not fixed. But if you only take missions to thargoid controlled systems (ignore any for recovery systems), the settlements are guaranteed to be abandoned thus avoiding the bug.
 
Did one to test some new kit. Settlement was powered up on arrival.
Before you take a restoration mission in a recovery system, you need to check the system map and drill down to the settlement and see if it is offline or not. If you check the system map and see that more stations are online than off, move on as the mission board inexplicably give missions to powered up stations and virtually none (I never found any in systems with powered up settlements) the non-powered stations.

If you haven't visited the system it will be worth it to go there and hit the nav beacon. The patch notes seem like they said this was fixed in patch 15, but the bug still exists. If the thargoid war indicator still shows recovery buts says the system will clear that state in the next week just bypass this system as most settlements will be online and there will be no missions to offline settlements.

I was in the Kalkaduna system this past week and there were no powered up settlements, lots of missions and good drops. It will likely be worthless for restore missions after the tick. Aulkey (sp) was right next door and offering tons of mission to powered up stations and only had one offline settlement.
