Where are the e-breaches?

Seriously despite the various livery bugs like wrong displayed paint jobs on ships & not working suits customizations, are there still no e-breaches in the game?

There was also a Grade 3 Maverick suit and grade 2 laser pistol for me, but people on Reddit said the suit wasn't there for them.
I wonder if there is a bit of randomization to it.

They said in the live stream all suits and weapons were random and would “refresh“ but they weren’t exactly sure how often They also said G5 gear was also possible to find. I would think consumables would remain constant but definitely finding has eluded me so far. I will d check your source.

I've found them in all of the three Anarchy and two Communist systems that I've checked.
