Newcomer / Intro Where are the sales persons at the station?

I'm new to Odyssey, so is this normal or a bug?
Bought some equipment, left station came back and not one single sales person is there. Not the shady ppl offering shady jobs. Bar is full, but not even the bar man shows up. (Almost like IRL).
So whats the problem?

Edit: Logging off and on solved it, to get rid of a bug (again).
