Where are the Soontill Relics at?

Im trying to unlock Elvira Martuuk and trying to get 3 Soontill Relics. Now i went to the Cheranovsky City Port and its just not showing up. ive logged in and out of both "solo" and "open" and nothing seems to work. i read up that the comm. Market refreshes after a half hr but still not here. What am i doing wrong it has to be somthing that I am doing wrong.

At the risk of stating the obvious, have you already bought one (or more)?

Rares don't re-stock until you've sold any existing cargo.

Normally there are 400, and the allotment is per player. This is different than normal commodities with a finite pool, and more of an allowed ration per player instead. Controlling faction, and faction states can cause it to go missing. (This does not appear to be the issue at the moment looking at eddb and in game)

Double check your cargo, location, and that you are on the correct tab (buy rather than sell screen) in the station menu. Rare goods are highlighter if i remember correctly so it should be easy to spot.
