I got mine in Bhritzameno for 41 million, because it is a controlled or exploited system of the Federation dude in PP, cannot remember his name for some reason. In any event, it appears that the discounts are applied heavily if the system is exploited or controlled. I am not sure if my Lt. Commander rank has any bearing on that since I am referring to systems of a Federation senator. However, I was able to save about 20 million or so between buying the FDL in Bhritzameno and kitting it with the modules I sold from my Vulture before purchasing. The only module that I had to get in another system was the A6 Distributor.
Just make sure you loot your ship before selling it to purchase the FDL if you are trading up. I think that the Python was also sold in that station for 51 million.

Good information but it sometimes helps to look at the post dates. You just replied to a post from June 2015, the user has most likely got and possibly even sold that Fer De Lance
