Where can I farm or look for Genetic Repair Meds?

I usually find a lot in Manufacturing settlements, in the big double locker in the Industrial buildings.
Anarchy settlements don't track bounties, or you could do a stealthy approach
 
I seem to find these most often in anarchy controlled systems (who controls the settlement doesn't seem to matter too much).

As for not getting bounties, yes that can happen, but what you need is to take your time a bit when breaking in. Look for doors where NPCs don't patrol and keep an eye on where NPCs walk between in the interior and time your thieving for when they're out of the room.

If of course you have a particularly stubborn one that won't go far enough away, a noise suppressed tormentor (or overload attack from the energylink) should deal with them without raising the alarm. Killing one or two will get you a bounty, but keep casualties low and you shouldn't pick up notoriety so the couple of thousands in bounties are easily cleared.
 
I am trying to find Genetic Repair Meds and when I go to places that Inara suggest they might be in, I rack up a huge bounty having to kill everyone for walking around the area.

Is there no other way to get these things without racking up a bounty?

Places I normally check:
MED room, STO buildings, RES buildings, IND buildings, EXT buildings,
AGRI buildings
Restore missions in a system that is in Thargoid Recovery. I have 2 if you want them, PM me if you want to meet up.

However, before you take a restoration mission in a recovery system, you need to check the system map and drill down to the settlement and see if it is offline or not, it will have an "X" above it. Also, If you check the system map and see that more stations are online than off, move on as the mission board inexplicably give missions to powered up stations and virtually none (I never found any in systems with powered up settlements) the non-powered stations.

If you haven't visited the system it will be worth it to go there and hit the nav beacon. The patch notes seem like they said this was fixed in patch 15, but the bug still exists. If the thargoid war indicator still shows recovery buts says the system will clear that state in the next week just bypass this system as most settlements will be online and there will be no missions to offline settlements.

This is not direct advice, but it can help you pull off more stealthy infiltrations

that has a map with points of interest for every base in odyssey.

Also, this app you download/run has built in tool tips for each material, there are youtube videos to tell you how to operate the app.

So, some specific advice now
Go to the system:
Iah Bulu

on Iah Bulu 5 is a very popular base to raid called "Arai's Mine"
It's an anarchy mining settlement.

Use that map app I linked, and you can see where the command building is (the one with the satellite dish on the roof). Land next to it. There are two levels of the roof, at the base of the steps leading to the top level from the first level (of the roof) are some windows. Hide next to those windows in the shadows. A level 3 NPC will stop at a couple intervals and look out the windows, then walk away, and come back and do it over and over on a loop. When he's faced away from you, clone his profile.
If you have a silenced tormentor, good, if not, that's priority #1 for base raiding over all else.
Depending if you have that or not depends on how sneaky you have to be from here on out. If you don't have it, use the illegal function of your charging tool to sneak up and silently kill NPC's. Go in the command building, disable alarms. Now as long as you don't use loud guns, you can clear that base out, even steal the power regulator at the end, and not get bounties.

One thing to do when stealing power regular is stand in the doorway so the doors don't close when the buildings shut off, one less door to overcharge when you trying to run away

Leave the base, go to supercruise, crank your ship hard to the side, it will drop out of supercruise and you'll be 25km from the base, repeat. I have had alot of fun in that base looting, practising different ways to be sneaky. There is something to be said for over-doing it and getting bored hitting the same base all the time though, but I really like that one because it has so much stuff there. The faction who owns it, Dingo's of Duwali have other bases in that system, you can hit them all without getting bounties. Even though I've killed their bases so many times, I'm still almost Allied with them, doesn't seem like my reputation with them ever goes down, and I do missions for them too sometimes

The locked lockers in the power control room, and in the mining sample rooms have really important loot in them, compression liquified gas, ionized gas sometimes, so don't skip those ones.

Genetic Repair Meds aren't super common there, but someone got 4 there once in one trip, according to that app.

Shut down settlements obviously won't give a bounty. GRMs are one of those that don't show up that often until you've unlocked the engineer, then they're everywhere...
I have a few I acquired since unlocking.
Perhaps this is something we're supposed to trade amongst ourselves.🤔

Are these also available as mission rewards? Just checking to see if I'm wasting my time or not by checking mission boards before going into settlements.

I've been searching for them for days now, checking every mission on the board at loads of stations, never seen a single one as a mission reward.
I've found only 1 in 5 days of heavy play doing settlement loot grinding. close to giving up...

"Genetic Repair Meds are (very) rare. They can be found in Medical rooms (MED), Storage building (STO), restricted building (RES), Industrial buildings (IND), Extraction buildings (EXT), and Agriculture buildings (AGRI). However, it's very rare in such lockers.

You can check locked cabinets of restricted laboratory rooms, which are common in Scientific settlements. Check locker behind a level 3 door in a restricted security section."

well having watched a bunch of videos on youtube, I spent today grinding industrial settlements, ignored missions or anything like that, eventually managed to get 5 of these damned things. got 10 notoriety now, so that's helpful...
 
I thought Engineering had been er-balanced. I haven't found a single Genetic Repair Med all day in Industrial buildings. I know which big blue locker to look in but nothing. This game loves to waste your time.
 
I had such bad luck with the RNG (looking in all different locker types in different settlement types with different government types, trying ones showing up in ED mats helper, etc) I just gave up... I guess I could just buy them from someone's carrier but I feel like I should be able to find them somewhere! Then I lost my keybinds for on-foot and still haven't worked up the heart to re-bind and re-learn them all...
