I'm not sure what relation one has to the other...I assume higher class is better and closer to A rating is better, but what if I'm comparing two items that one has a better class and the other has a better rating?

I think some are actually better suited to different ships so they appear out of place or useless. Just pay attention to the numbers.
Class=Size
Rating=Quality

Example.
A Cobra has Class 4 D rating Thrusters.
An upgrade for Class 2 A rating thrusters are available. They prove to be underpowered for the ship despite a good rating and light weight.
A Class 4 A rating set of thrusters is also available. They improve on the ships max mass immensely, it moves much faster, and the players wallet is now crying.
