then I don't have time to download anything. I've tried the other trade tool too, Thrudds or whatever it's called, but it doesn't seem to be overly accurate. Besides, the only stations that have been updated recently are in Sol- and I don't have a permit for that.

You should be able to find non-lethal weapons in just about any high tech system. Filter the view on the galactic map and you'll be able to find your nearest one quite easily.
