Where can I find people in online mode?

I'd like to find some active pirate, bounty hunter groups in the Empire. Just a common system what is allways full of players and things to do. OFC in Openplay. Thank you!

Aye follow the Galnet news feeds, find the systems where Empire related activities are going on and go visit.

i am thinking more like a system like Potriti in Federation.

Guilds/Corporations

I feel the best way to get contact with other players would be to get guilds/Corporations in the game, the lore is there, i know the game is in early days but it would be something i know a lot of people are wanting to see, the game play is flawless, the game just needs a decent grouping or guild system in where we can join up and actually make things happen like on eve.
