you cant pay bounty's you will pay fines. its different. fine on your walleti bounty on your head so you can destroy himself where do you have bounty on your head
Yes, there are player factions. It's closest to guilds we're able to get.
If you want your "own system" you just need to have faction strong enough to take over it.

No you just ask FD, they have given away Erevate (a starter system) to SDC a kill on sight player group, and the newly community made Obsidian Orbital in Maia to a pirate group, even though the community built it as an explorer hub.
You get placed wherever.
Well, there are lists of minor factions like this: http://elite-dangerous.wikia.com/wiki/List_of_minor_factions
But as far as player factions go, things change too quickly for anyone to be bothered to make a list, I guess.
There is a subforum dedicated to player groups, where they can advertise themselves here: https://forums.frontier.co.uk/forumdisplay.php?f=65
..but there's no rule that the faction MUST advertise there. Still if you feel lucky, you can search for them, there.
