Newcomer / Intro Where do i cash in a Pilots Federation bounty?

I managed to nab a player in Open play that had a nice bounty on them but i cant find where the bounty is collected. It is listed as a "Pilots Federation" bounty. Where do i go to turn this in? Picture below for proof

There's a couple of systems next to Shinrarta Dehza (not sure on the spelling, type 'Founders' into the search on the galactic map and it should find it for you) that have the presence of the Pilots Federation in them if you don't have a permit to the place itself.

Now that this station is under Yuri Grom control this is no longer true. They will take 9%. What a F ing ripoff.
