Question about Fleet carrier installed features

I disabled some feature of my fleet carrier a few weeks ago to save a bit of credits while I was away. Came back and can't re-install those feature like re fuelling repair etc. It says I need to go to a carrier system. What is that, and where are they?

I use Nuenets or Skeggiko, both are 1 short jump from Jameson Memorial. Send your carrier to either and the option to buy or remove stuff will become available.

BTW sometimes one is full, so try both. I haven't really needed to use others but there are plenty more.
