Where do I get my bounty paid?

I had this bounty in my transactions list sitting there forever. Normally it says where to go (Empire, Federation or Alliance) to claim it. But this one says "Gold Galactic Exchange". Where the heck is that?

It's a name of the faction, and as far as I know, you actually have no way of finding where it's located, aside from manually checking hundreds of systems around you. Get used to it, it's there to stay.

I was under the impression that this is done via the "Pilots Federation" and actually can be paid off from anywhere you land this way (?)

I think the few times I got fined I used that Option - as compared to docking at a respective Faction Station to pay it via the Local Security office. At least that's how I remember it.

AFAIR both Options work, but as said, it's too long ago I had to pay anything.

It's not about a bounty on his head, it's a bounty that he earned in some random system from some random faction.
I myself have some bounties in transaction list that I got over a month ago and never bothered to collect them because they are too small.

I killed a pirate from 'gold xxx solutions' or something near 39 Tauri but no idea where to collect the 20k bounty either so it will be in transactions until death.

Note to self........ buy more screen wipes or exclude food and drinks from PC area
