Where do I get the discounted ships again and are there any prerequisite for this?

About to pick up a Python miner to add to my fleet: Explorer and travel Asp E, combat FdL, Vulture I refuse to sell because she worked so hard for me and a min/maxed Robigo Cobra 3.

I saw how much the Python cost when equipped and suffice to say did not press the buy button! My dad's a Northerner and that makes me tight-fisted by birth right?

So,

I have heard rumors of discounts that can be had... Is this true?

Trading anywhere between 60 and 80mil

Viable builds anything between them.

Discounts up to 15% on ship and outfitting.

Any system run by Li Yong Rui has a 15% discount on all ships and modules. There is no pre-requisite. You can currently find any ship in one of his systems, except the Cutter. We're not allowed to have a 15% discount on the Cutter, apparently.

Keep in mind, the discount also applies to the re-buy. Well worth it.
