Where do these people live?

I've come across some systems with very low population numbers (between 9-50), yet there is nothing in the system. No station, no outpost, no base, nothing. Sometimes there is a minor faction, sometimes not. What's going on here? Shouldnt every populated system have at least one tiny planetary station of sorts? Or is there but are they hiding? :O

Or a wedding party in an orca.
 
My guess is : Astroid base !
There must be an astroid in the system with a base on it floating somewere , sins the astroids are not in game yet you cant see them

You'll find a lot of those places out on the fringes, many with just 1 or 2 people living in the system. Considering the amount of POI with building structures you would expect pretty much all systems in and around the bubble to have at least a couple of people on the planets.

Systems that only have surface ports generally have a population of a few hundred up to a few thousand. The low end ones (below 50) won't have any surface ports.

Maybe some people were just fed up with the galactic politics and built their small farm in some remote system. And building a space station would probably be the last thing they'd do.
 
At least they don't use T-9s anymore for that special day! :D

Actually, my beloved and I are planning to be married next year... and have been thinking of talking to FD about hiring an Orca... or having a "special" wedding party Orca in a system we hang out in...

Well.......that limited amount of people could live.....near anywhere in a system, on a simple outpost base on a planet or whatnot, it would be....very tiny....wouldn't directly have a landing pad or such, wouldn't be big enough, would maybe be the size of a single + outpost?

It is the Out land revenue; the tax man. They are normally found; hiding under rocks etc..
