Seems I can't find anyone WANTED, everyone is either CLEAN or LAWLESS. And when I get interdicted and fight, no reward (he was lawless). Interdicted a few LAWLESS and no reward. Not on this subject but I was in SOLO and went into a weak signal only to find a Cobra III with a CMDR in front of his name. Tried messaging him (are you real, with no reply). I found him twice.

I've had no problem finding "Wanted." Might be the area of the map you are in?

"Lawless" means no jurisdiction is giving out bounties in that area, so you need to KWS. You're in an anarchy system, don't trust the GalMap.
PP has made even more players WANTED than ever before, but the change to the bounty systems means they will not be wanted accross the entire Major Faction, so you need a kill warant scanner, and you will get wanted in return for attacking them.
If you want the best place to find players with large bounties, look at control systems for the different Powers.
Usually the "forward" systems are the ones the underminers operate from, Pancienses for example, is popular with ALD supporters because its much closer to the Federation that their other systems.
