Where is all the good gear?

I've been playing for a couple weeks now, certainly taking my time, not doing the hard grinds or trying to make money all that fast, i'm just doing everything I can to enjoy myself/take things slow/alt tab to the forums every 5 seconds. I'm still only using a viper, even if it is a viper worth a couple million credits.

I'm noticing one thing when I go into a hub/port/dock/station/whatever the hell you want to call it, and that's that every time I go to investigate outfitting, be it weapons, internal components, whatever, I can't find any gear higher thank B rank, and even B rank gear is EXCEPTIONALLY rare. I already understand the difference between Classes and Ranks, and so I'm obviously unable to see any gear higher than class 2 for weapons, but do the lower classes cap out at lower ranks? If so, why??? Is it just that only certain stations have high quality outfitting?

High Tech stations, preferably with a high population as well. They can be hard to find depending on where you are in the galaxy. Theres no guarantee that they will have what you're after, but from what I've seen that's where the good stuff is.

I've heard that high tech stations are pretty common near the heart of the empire (Acherus I think it's called?) Do you guys know of any other high tech station locations?

Do a rare commodity run to Xihe and check the local offerings there. Had nearly everything on stock one could think of when i was there last time..
