Where is Baltanos

I searched but couldn't find anything about my specific problem...

I learned about Baltanos and gained access to him by becoming friendly with the Colonia Council.

However...

When I go to the Deriso system where he supposedly lives, I cannot find any trace of his settlement!

I tried doing another mission for the Council, but no change.

Does anyone know how to find this recluse?

The station's called The Divine Apparatus, you might have to scan all the planets before it shows up in the list?

The other thing I can think of is if you accidentally switched modes into horizons 4.0 instead of odyssey at some point.

I'll try scanning the planets, but I haven't been in Horizons for a good year or so.
