I'm half-convinced something weird is going on with the instancing since 1.03 dropped. I've quite often seen the bandwidth usage when in system, or near stations go well over the 5000b/s send & receive mark, which would usually indicate player presence somewhere nearby, yet most of the time nobody appears. I've been out near Achenar for the past 3 days and never seem more than two people in an instance, and even then most people jump straight out when they realise someone else is around.
