It's been years but back when I did it to get my fas the mission was clearly labeled and right there to be chosen when I reached 100%, now that I got 100% again there is absolutely nothing anywhere. Did they change it for "reasons"?

Nope, you just don't know how they work. Forum Search works well for these type of mechanical questions.
Seeing as I didn't have to come here to do my first one the onus is on them failing to K.I.S.S., why did they need to complicate or hide something that should not be hidden at all.
I recently ranked-up a few fed ranks because I wanted the vega permit.... I found that you generally had to wait a tick between being offered rank-up missions. My experience was:
Rank up, hit 100%, wandered around multiple fed factions in multiple systems/stations looking for the next rank-up mission... found nothing. Went to bed, woke up, offered one straight away. This time, hit 100%, went to bed, woke up, instantly offered the next mission

Maybe try doing another mission, as it seems to be a slight difference between 100% and 100% and/or sometimes it's not recognized immediately. Closing and re-opening the mission board sometimes help and the occasional relog, too.
P.S.: if the offered mission is not to your liking, just close and re-open the mission board and the rank up mission will change

I've had it say 100% and not give me a rank up mission. I did a couple more for rep and then it popped up. I think it displayed 100% but it was actually 99.9%.
