Horizons Where is my shady contact?

Really can't find him/her.
Nothing in the contacts menu. Tried a few stations.

Is this character only available at certain stations?
How do I find out where to find him.

They are definitely there - I saw one in a Low Sec station - really sorry I can't remember the name. But they are called Interstellar Factors now.

These contacts can indeed be found in Low Sec systems.
Finally was able to redeem all the dozens of bounties that I had all over the place.
Great stuff this new feature.

Four Low Security systems, everyone has station with "broker network" with IF Legal facilities and IF Merc facilities, none of them let me pay my fines

I haven't see the so called SHADY CONTACT

But there are new NPC contacts that can pay off system bounties and stuff like that for you now.

CONTACTS section:

AUTHORITY CONTACT (Fine Payments and Bounty Claims)

COMBAT BOND CONTACT (Combat Bonds)

Are we sure that SHADY CONTACTS are still in 2.2? The ones I listed above seem to be able to do everything the Shady Contact was supposedly there for. ??
