Where is the best place to find deadly and elite ranked NPC's?

Enlight of the new thread about how much it sucks to grind high grade emissions, where is the best place to find high ranked NPC's that drop grade 5 mats?

It seems like the hazres and conflict zones are mostly master and expert rank with an occasional deadly.

Or is there another, better way to grind grade 5 mats?
 
Compromised nav beacons will see some high level ships if you get a good RNG roll when you drop in. If you you don't see an Elite Conda or something similar in the first minute you likely didn't get a good roll. Wake out and back in. But even better then the CNB or RES is the new Pirate activity detected sites. I dropped into a Lvl 5 in Merope and got some good high quality mats from them. They're tougher engineered NPCs though and they love lots of SCBs. Fun challenge. Problem is I'm not really sure how to find pirate activity sites again. Merope was in lock down when they showed up. It's normal now so they're gone. Maybe it's lock down state.
 
Instead of searching HGEs, I take my highly engineered battle conda, "ilovedonuts," to a Hirez site CG. Then I relog until the top of my contacts panel lists an FDL or an Anaconda, non security of course. It is important to relog and make sure that the first ships listed are the larger ones. After your first kill, security starts arriving and does most of the killing for you. If you have long range everything, including a KWS, you can get bounties and just sit there hoovering up mats with your collector limpet. You will get such a surplus of grade 4 stuff that it is trivial to go to the material trader to trade for grade 5 stuff. Sometimes the anacondas also drop grade 5 mats. This way not only do I get mats, but credits, too. And, often, while the limpets collect I actually leave the computer and do housework. Don't carry cargo though.
 
Even if you're not combat elite, like at combat expert or so, if you take dangerous to deadly ranked missions with an allied faction in a python/krait(/w fighter helps), interdicting opponent npcs of the mission can be dangerous/deadly T-10's/Anacondas/Challengers/etc. and occasionally drop the grade 5 rare mats.

I could be wrong about this, but I feel like the HAZ RES sites are based off of the ship you are flying now. I don’t think I ever even saw an elite ship until I got my Anaconda, now it feels like 25% or all the ships I find in a RES are elite, and lots of them on the larger side of the scale. Then I fly my iEagle in there and all I get are master and expert vipers and cobras with an occasional clipper. Didn’t it used to be 3 basic instances? Small ships, mixed ships or large ships with RNGesus picking the which when you drop in?
 
There is a solid CNB in Bolg as well. I also prefer CNB over any other CZ or RES. most of the time its seems there are more wanted npcs and allmost all are dangerous and higher, their ships are more powerfull and there are no rocks to avoid and no nighttime.
 
They are at Magek, and I am loving it.

This is the fastest way to gain combat rank.

I need to make a run and get a larger cargo hold and a larger decon limpett, although the size 1 single limpett cleans and repairs pretty good, I may as well get the largest I can.

I will do a detailed post at a lter time in a day or two.

But I highly recommend doing this.

Quick note:

Armour and shield yourselves against thermal, and engineer everything on your ship, you want a shield and a hull tank all in one, and I have not tried Guardian weapons, but effiecient beams are awesome.
 
You want Anacondas for the good stuff though and I think you get fewer of them at CNBs than hazreses, all other things being equal.
