Horizons where oh where am I going wrong with ..Eng Broo Tarquin

Cmdrs, I have a question for you all.

HISTORY.
Unlocked L3 Beam Laser to efficient with The Dweller.
Now I want to unlock the same Beam laser to L5 with Broo. I see there is a whole new path of Engineeers I have to unlock to get to him, so

1. I unlocked Liz Ryder
2. I unlocked Hera Tani
3 I unlocked Broo Tarquin by delivering him his heaps of Tea.
4. I have gathered material etc to perform L4 and L5 upgrade.


Back to my home base at QAMA I go and pick up the Federal Corvette, long trip to Broo Legacy, when I get there I go to Engineers.
But low and behold, even tho I have unlocked him and my Beam Lasers are all ready L3 efficient , he wants to start at level 1 efficient again and will not let me progress.

Is this normal gameplay, Crikey I spent a lot of time gathering materials etc to unlock L3 efficient with 'The Dweller" why do I have to start again at L1 with Broo?

Assistance or an explanation would great assist my understanding at this time as
i AM FEELING VERY FRUSTRATED AFTER SPENDING 30 ODD HOURS GATHERING MATERIALS ETC TO UNLOCK L4 AND.L 5 .

JUST A BIT MORE.
So I fly to the station AL-KHUJANDI ENTERPRISES in the same system and go to the remote workshop,
here he reconises I have L3 Beam (Efficient) but when I ask him to perform L4 on the pinned blueprint he replies
"Crafty modules at an engineers workshop to inprove your reputation and unlock the blueprint. HMM seems a catch 22 situation to me, I can not go to L4 and 5 unless I recraft my L3 beams with Broo from L1 to L3 to get enough reputation to unlock L4 and L5,
Oh dear what a waste of time and effort indeed.

There was a huge discussion about this before it went live. Yes, you will have to go from G1 to G5 per module. But having G5 reputation means there will be fewer rolls (usually only 1 roll for G1, 1 or 2 rolls for G2, etc.) That and being able to pin a blueprint and work on the module at your base of choice.

Not quite right. You don't have rep with Broo, so you only have G1 access. You have to break G4 access with Broo before you can continue upgrading your lasers. You will have to make some throwaway upgrades or upgrade other weapons at the grade access you have to increase your rep, or sell him commodities (I think). You could redo your existing lasers but that seems like a waste of mats.

I found that I had to
1. Go back to the engineer that I had unlocked L1-L3 beam lasers with (in the ship with beams on it) . and unpin the blueprint.
2. Then go to Broo and mod a Beam laser from scratch to L5,
that then allowed my other modules (which were to L3, to be upgraded to L5.
