This is the second join-the-federation-mission that I'll be failing because I can't find the required commodity. I've used several third party trade tools, none of which seem to be accurate. At this point, I'm fairly certain that I've checked all starports in the known galaxy.

I always found this sort of funny, why does the federation/empire specifically look for goods illegal within its borders? I always felt that I must be accidentally assisting in a coup, and have been duped into supplying drugs and guns to anarchists

Not that common in Fed space, but quite available in Imp space. From my travels, I've found them in LTT 1509 and CD-51 105 at reasonable prices.

I did this tonight. As Spork said, filter your galaxy map to show only Dictatorships and hunt around for a High Tech economy. They (Combat Stims) are illegal in most systems so be ready for whatever smuggling tactics you use to be called on. For me it was 425m/s throught the letter box. I'm not much of a smuggler. But its properly exiting in my Rift.

I used thrudds trading tool to locate them... http://www.elitetradingtool.co.uk/ worked for me when I had the exact same problem... Not sure if it works as of the 1.1 trade nerf!
