So since I'm a fool when it comes to things like this, I decided to try you guys for help.

Where can I buy a 6A Prismatic Shield Generator not too far away from Sol?

You need to spend 4 weeks pledged to Aisling Duval (powerplay). As long as you are rank 3 with her after this time you will be able to buy prismatic shields of any size in any (imperial?) station.
