Where to buy the Hybrid power plant

I unlocked the Hybrid power plant, but I can't find it anywhere to buy.
I even flew to Founders World, Jemison Memorial - El Zilcho!


I even logged out and back in.

The CRCR that I unlocked earlier are available.

What am I missing?

If you mean the guardian power plant, it is sold under power plants at any station that has a guardian tech broker.

Your best bet is a guardian tech broker service station that is high tech. There is even one (at least one) in LYR space. I forget which one I visited though.
