Horizons Where to collect bounties

I have done a couple mil of pirate bounties in an uncontrolled system HIP 7396. I have tried 2 different stations in that system and i either don't remember how to collect properly (been awhile since i played) or something. I used the transactions tab, selected the bounty of interest and hit my joystick trigger. It just clicks. No info on what i might be doing wrong. What am i doing wrong?

I always use the Station Services>Contacts page for bounties in the system where the kills took place. I occasionally use Station Services>Contacts>Interstellar Factors if I don't mind the 25% fee, it's sometimes much more convenient.
