Engineers Where to find irregular mission data

I came across it in Beta when I entered a USS with three ships flying in formation. Scanned each one in turn (automatic if you target each ship ... the usual thing) and one had this "irregular emission data".

But I saw a post recently suggesting this can be found by scanning data points at bases ..... I will try to find it ... but the forums are difficult to find useful stuff at the moment ... lot of ranting going on !

You find it by scanning ships, in SC or normal space.

edit: yeah, what Lightspeed said.
