Where to find surface salvage missions?

For me they are the best designed missions of the game and wouldn't mind just doing them but they seem really rare...

Is there a station / economy / state which they are more probable to spawn or is it all random..?

I get them all time in Deciat at the Garay terminal. Often they are up near 500,000 credits for them. There is also a ton of space salvage missions as well. Almost every star system around me has one or more on the boards at any given time.

It is rather hit or miss what role of the dice missions are offered. The earnings seem goofy too, very inconsistent.
