Where to get a clipper plus top ugrades?

I was going to head out to Achenar and summerland , I presume I can get it from there and be able to fully upgrade?

Go to a Patreus controlled system for the Clipper, you get 10% off there.

If you buy it at Kamito as Trafalgar Law said then you can fit a B5 FSD and high tail it over to Lembava and Diaguandri. Those two systems will usually sell you all you need and more with everything at a 15% discount.
Remember you need the Empire rank of Serf to buy them at the moment.

Also I wouldn't presume anything in Elite, there are a few inconsistencies :p
