Where to Get a Discounted FDL (Non PP perk)

My brother is on the cusp of buying the FDL...

Does anyone know where we can get one 'cheap' now that they Hudson bug has been fixed?

Check the Li Yong-Rui Controlled and Exploited systems, They might have 15% discount on ships and weapons.

Are you trying high (many millions, double digits are better) population High Techs? Some people have mentioned high population Industrial stations have an increased range of ships too.

I bought my discounted python at Lembava, although I'm not sure if there is a Fer-De-Lance over there. There should also be 2-3 other system also offering 15% discount in Li-Yong-Ri's systems.
