Where To Go For Federal Navy Promotion Missions?

It's been a long while since I did the rank grind. I am at 100% of my current rank, but I can not find a promotion/progression (or whatever they're called these days) mission. Can anyone help me with either a location or what Criteria a station needs to spawn these missions?

It helps to be allied with the controlling faction at a Federal system.

It takes time for the mission to spawn, I've found them randomly while flying in Fed space.

You will accumulate points for the next rank as you play so you don't lose anything while waiting for the mission.

Anywhere you can get missions under a federal faction you can get ranking missions. You just need to re-log until one appears. You can skip the PITA missions and wait for a walk in the park like a data delivery, even at high levels. Why take a mission that has you flying around trying to pull 30 ships out of supercruise when you can just deliver a message a couple systems over and be good?
