Where is the best place to find higher rated outfitting as I am struggling to find locations where they have A rated equipment?

Filter the galaxy map for systems which have a high-tech economy, preferably with a large population and wealthy. That's the best bet for finding decent gear.

Also Industrials, again larger population and wealthy. Between Indi and High Tech you'll find all you need. E.g. High Tech carry stuff like life support and sensors, whereas Indi do a nice line in power plants, thrusters and bulkheads.
