The station I'm at has no police station (forget what it's called) so how do i find an appropriate place that has a location to pay fines?

you'd need the Contacts-menu on the station services.. I don't remember ever beeing on a station without that. Maybe you're in an anarchy system? you need to get to a system with the right allegance to cash in your vouchers... If you kill a ship that is wanted in an empire system, you can't go to the federation and expect them to pay for that. Same rule applies for the local bounties.
Also much safer to pay your fines at an outpost, hardly ever any Security forces there.
it is in the starport-service menu. On the left there is a menuitem called "contacts". When you open that, there are 3 or 4 menuitems. (i don't recall their labeling right now)
the first one is to pay your bounties or fees in that system.
The sencond one is to cash in the money they owe you for killing other wanted ships
the third one is for cashing in for killing ships in warzones.
The fourth is not always there because it's the black market and not every starport has one. If you have illicit cargo in your bays. This is the place to sell that.
