Elite:Legacy is probably one of the good ones as it is written by Michael Brooks who was a production lead and world builder for Elite Dangerous.

Old bbc micro for E i dont know wether u could get that one emu_ed, I dont think u can dos box windows 10 easy, but windows 7 will dosbox E2/FE all day its about 7MB also expect to use a fat 32 partition, "home of the under dogs" will do it with a pdf manual, good lore in there along will some references some might have missed. I know u asked for lore but thought id give the rest.
Also take a look at the table top RPG called Elite Encounters. https://daftworks.co.uk/store/elite_encounters_rpg_pdf It was endorsed by Frontier with all the lore within the book.
