wheres a good place to hunt elite npes?

I just want to test out some new load outs, where can I find decent npes?
I've tried back and forth through leesti, diso, zaonce, and surrounding area, I'm finding a ton of harmless and mostly harmless. (forget trying to find any commanders, they all seem to have left those areas)
Where are all the good npes?

Only place I can think of is Youming, there's a bunch of Resouce Sites near Bierce Station including a high-intensity one. Might be worth trying, but I've been having a heck of a time finding good NPC's at regular resource sites since the patch, so High-Intensity might be the only option. Anyone else experiencing this?

Nowhere as far as I know. Honestly, I'm gonna go play the Witcher and maybe in a few weeks, this game will be different. Tired of traders rolling in so much gold that they complain on the forums about a lack of money sinks while combat pilots are lucky to make enough money to keep their ship running.

after last night's 1.3.2 patch, in a high intensity RES i noticed there were now elite miners, but the pirates were still all harmless or mostly harmless.

someone flicked the wrong switch, methinks.

Keep taking pirate hunting missions for the same systems 3-4 10kill missions will bring the more experienced Pirates out against you, and the faction doesn't't seem to run dry if you are away from travelled space, works for me.
