uh..as unhelpful but similar answer
any ship
its more about the pilot than the ship
its rare to come across alliance ships in extraction sites or have them come after you
it is common to see them in conflict zones
they are a bugged ship, in that often they joust, then when they have enough damage they run and try to lead you 20 50 km out of the area, as such they are a waste of time to chase
if you use a fster ship you can prevent them from doing this
if you have the firepower in any ship, you can prevent this
an alliance ship or a krait are typically a good choice to destroy them easily with.
the important factor is the pilots skill, then his choice of weapons/s
fixed weapons have the best damage
rails and beams alone or together are good and my preference, but everyone has their preference and lots of cmdrs do not use the harder to aim fixed weapons
pve hunting is not complex and as such is a good time to learn to aim fixed weapons.
personally I think its impossible to miss with fixed beams
and nearly impossible to miss with rails
npc's never miss
unless you are a great pilot and are able to dodge any or every shot
a sidey and gimbaled frags or gimbaled mc's or anything
with or without shield
and the right pilot can kill any ship he wants to.
that is why it is a hard question to answer, pilot skill is everything
ship type and weapon type is meaningless to the skilled
it is only a question of time then
you can kill it in a hulltank or shieldtank freighter with no weapons if you want or any ship able to survive a direct hit via ram.
ramming usually only takes 1 ram to kill small ships like alliance ships, vultures and sometimes vipers and couriers
but the same thing applies, better skilled pilot knows how to ram
without the skill, and with the wrong weapons and wrong ship it either fails or takes forever to kill
hence for the most part before you gain the skills, the longer it takes to kill means you need better weapons or better ship
if you are in same ships as target it means you need better weapon and/or better skill
I killed my first conda in a cobra in 1 shot, because I fired as I bounced off his cockpit, not skill or good ship or good weapon, pure luck.
