Which version should I buy?

Sorry bout this,I'm sure someone asked this already,but before I buy something would be nice to know for sure i'm going about it the right way. :S

I'm really interested in buying this game but confused about the various packages offered in steam.

So first should I buy the game via steam? Is there somewhere else better to buy it?

I have read a lot about the various dlc and addons and I think whats best for me is the core game + Horizons.

Is that what is recommended?
As going to content wise its what I found out,the other dlcs are just ship customization?

Basically if I want the full experience up to now which package is best?

If you dont live in US and can buy in steam in your own currency, is better in steam, more cheap.

Already bought via the devs shop,if this game is amazing as ive heard they deserve every penny.
