I notice they don't rule out private funding for one, just say the government can't afford it, Kickstarter for a Death Star anyone?
I am glad they can't afford it , i wouldn't wanna see america having something like that because they will use it for war and control (as they always do)

you may be suprised how many cash will get in , but i seriously doubt you get all the money together.
By the way the price of the project isnt correct.
It's mainly that high because of the specialists that have to build it, not because of the resources needed. but the same specialists that the us offers can be replaced for equal qualified specialist from elsewhere.
The construction isn't the problem ,it's actualy pretty easy to design and build.
Right now the (partialy unknown) radiation is the problem together with the spacedust/rocks damaging in long term the system wich will raise maintenance costs to unbelievable high cost.
So as long as we have no answers on space radiation and no shields to keep space from damaging the station , it won't happen.
All the rest is easy .. realy if they could have done it , they already had 20 years ago.

I wouldn't want to put it up even as a joke, there will be quite a few idiots pledging billions they couldn't afford just for a laugh, dont even dream it would get near the target even then but just in case i wouldn't want to bankrupt the planet

I have news for you.. the planet is already bankrupt thanks to wars , economy etc. all around.
Much easier to hollow out the moon, add a fusion reactor and a massive laser cannon.
