Who are these NPC wanted ships following System Authority Vessels ?

They fly around, following S.A. Vessels at Nav.Beacos

They ask you the same question as pirates "Let me see what you have. No cargo ? Waste of time..."

When I shoot at it, the System Authority Vessels will not join in the fight.

When I stop shooting, the wanted ship will not shot me back.

I did not kill it.. just to observe the above.

The System Authority Vessels maintain a "not quite wanted but let's hope something bad happens to this one" list. They won't intervene if you take them down legally.

This lone guy now left the System Authority Vessels pack, flying aimlessly some 15km away from the Nav.Beacon, with 3% hull left before exploding and seems to yell kill me kill me... He won't jump away even though the sub-targets shows quite healthy modules %...
