If Adahn imagines it so - then Adahn is 
Arissa Lavigny-Duval. an illegitimate daughter from an affair the last Emperor had. She gained actual power when the previous Emperor actually said he wanted to legitimize her. He died before the formal meeting to do so, but because he stated he'd prefer her over his legitimate but radical daughter Aisling Duval, and his crazy son, the powers in the Empire went along with it.
