My guess is that people who have been forced into slavery because of debts work at Imperial penal colonies? As far as I understood, most crimes in the Empire that doesn't lead to fines/slavery lead to execution, but I could be wrong here.
It doesn't sound like too odd of an idea, though: Tourists go to see the two exotic water worlds (both of them are hospitable enough to be visitable with just a breathing mask), the slaves entertain the tourists.
