Why 2 Jumps between stars in range?

The route planner does work from a range slightly less than your fully-fuelled range (it adjusts for current cargo, but not fuel, presumably in case you fill up by scooping in the next system). If the distance to your target system is close to your max range, the planner might plot two jumps.

I have certainly had that happen where "close" is up to 0.2LY, possibly up to 0.5LY.
 
If you think you can make the journey in one jump just select the destination in the map, ie use the leftmost icon. Then you can jump directly. Unless it really is out of range and you get the "exceed max fuel usage" blurb.

Yeah this is right, even if you are on Fastest Route and should be able to just make the jump in one, if you plot route it will take 2 jumps. As Furrycat said though if you know the jump is within your range then you can just select the system and jump to it that way. The only disadvantage with the second option is that if you target something else, then you can't just use the shortcut for 'next system' you have to go back into the map and reselect it.
