Why am I wanted in an Anarchy system?

Looks like you are wanted in the system that the Viper is from - you're not showing as wanted on the right. I've had this happen before - the ships in a system aren't necessarily from the local system. KWS them to see what faction they belong to, leg it to their system and pay off the fine :).

My understanding is that stations in anarchy systems have a faction and although that faction might not have full control of the system they may still have cops flying around.

I've come across quite a few cops in anarchy systems. Particularly on the edge of civilised space

I think i want to get a massive bounty in some random way out anarchy system then chuckle to myself for hours when whoever collects it tries to find where to take the voucher

OK, I think I figured out what's going on. The cops turn hostile if you attack pirates that belong to the same faction.

I don't know if this is intended. Anarchy systems have no law against attacks, but on the other hand, cops in Anarchy systems can belong to a pirate faction. So it might be reasonable for them to protect their pirates. It could be their second duty in addition to scanning for illegal cargo (I think anarchy systems still have laws against a few types of cargo, usually toxic waste.)

But I don't know is this is how it's supposed to be. Only a dev can verify this.

The only way you have a bounty in anarchy system is through station infractions, which turn into bounties if you don't pay them off. There is no other way to have a bounty in anarchy at this time.

Did you clip a cop in a res or nav beacon?
Why they have cops in anarchy is probably a good question too

That is a bug (or possibly intended?) and the cops are not affiliated with the anarchy system but usually a surrounding system that has security and you don't get a bounty for killing them since you're in anarchy.

I can see a little confusion here.
Anarchy does not mean absence of security force.
An Anarchy system (for instance, a system ruled by a mafia faction) will have Security Authority Vessels patrolling RESs and NAVs (probably mercenaries, not real police).
Apparently (I do not know if this is intended or a bug) they will get hostile if you shoot ANY ship (even not belonging to their faction).
At least that is happening in Naitis (where I am now) in RESs (not sure at NAV).
An explanation could be that it is in the interest of the leading faction is RESs are kept relatively secure and that mining can keep going...and cash flowing in the faction station(s).

What do you reckon?

I reckon this game's rules are changing every patch I have no idea what can and can not be done anymore. By the time I got the new rules the next patch comes and you have no idea what's intended mechanic or a bug again.
