Powerplay Why are Allied Power Play factions against eachother??

Why are ADV and ALD against eachother? In fact why as someone pledged to an Alliance power, do I even have other Alliance powers trying to kill me?

I can't even leave a system, that I'm not even HOSTILE in and have PowerPlay factions waiting to kill me outside the station, like come on. This HAS to be a bug.

I think all people killing attacking PP NPCs of the same major factions also got the treachery merits penalty so far, So I'd guess no.
